Recruiter

Elite Technical is seeking a Recruiter with a diverse background in recruiting professionals in the following categories: Clinical, Operational, Finance, Pharmacy and Technical. This position is a hybrid opportunity (3x per month onsite in Baltimore MD area) and is a contract position until the end of 2026 with possible extensions.

This position is responsible for managing all aspects of the end-to-end recruitment life cycle, including meeting diversity and other recruiting goals. Utilizes various sourcing strategies and resources; builds networks through social media, job boards, employment agencies, professional associations, and employee referral programs. This position acts as a trusted advisor to candidates and hiring managers. May travel to various sites to facilitate recruiting events.

ESSENTIAL FUNCTIONS:
- 25% Develops recruitment and communication strategies to enhance the recruiting experience for prospective candidates and hiring managers.
- 15% Coordinates with the implementation of strategies for recruiting diverse talent
- 10% Work closely with hiring managers, building trust and credibility as an advisor in the selection process
- 10% Evaluates recruiting pool to identify future sourcing needs and implements proactive recruiting strategies to build candidate pipelines for future vacancies.
- 10% Proactively source and network with potential candidates in the marketplace
- 10% Assist in the organizing and logistics of recruitment and marketing events.
- 10% Represent the client internally and externally at events, job fairs, college recruitment functions with a goal of networking/relationship building with potential candidates and community outreach programs in order to establish and maintain an organizational presence in the community.
- 5% Ensures recruitment practices are compliant with employment laws.
- 5% Assist Talent Acquisition Leadership with development and implementation of specific projects.

Required Skills

- Education Level: Bachelor's Degree in Human Resources. In lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
- Experience: 3+ years Full life-cycle recruitment experience in a high volume environment supporting mid to senior level roles.
- Must have experience recruiting in a Healthcare Payor environment (Healthcare provider is secondary but acceptable)
- Must have knowledge of CMS Stars Rating guidelines
- Experience with LinkedIn and LinkedIn Recruiter is required, along with strong MS Office Suite experience (Teams, Word, Excel, Outlook, etc...).
- Must have experience working within an Applicant Tracking System (ATS) - PeopleSoft is a big plus, others acceptable.
- Experience in proactively sourcing qualified candidates
- Ability to navigate on social media to source for qualified candidates
- Willingness and passion for sourcing, networking, and attracting candidates from various channels.
- Experience in developing creative approaches to attract diverse candidates
- Ability to speak on behalf of the organization and represent the business.

- Experience recruiting within a healthcare, health insurance, managed care, or hospital environment.
- Demonstrated full-cycle recruiting experience, including intake meetings, sourcing, screening, interview coordination, offer negotiation, and closing candidates.
- Strong sourcing experience utilizing LinkedIn Recruiter and other sourcing platforms to identify passive talent.
- Experience using an Applicant Tracking System (ATS) to manage candidate pipelines and ensure accurate recruiting documentation.
- Excellent stakeholder management and communication skills, with the ability to partner effectively with hiring managers, HR Business Partners, and candidates while managing multiple competing priorities.
